Enhancing community participation in developing strategies, actions, and communal resilience to deal with crises before, during and after

CO-DEAL

In light of the growing climate-related challenges facing urban and rural communities, strong community resilience is becoming increasingly important. However, many communities and local governments are still in the early stages of their efforts to prepare for extraordinary situations and actively involve their citizens in measures to address such challenges. In many cases, there is a lack of structured concepts and effective methods to promote the development and strengthening of collective resilience, so that local governments can remain capable of acting while promoting cooperation between different social actors.

Goals and contents

The CO-DEAL project was developed to close this gap and promote the skills of municipal employees through inspiring training courses and interactive simulations. These innovative learning methods are designed to help create inclusive and resilient communities that are able to cope with climate-related challenges. The project places particular emphasis on training in cooperation and the active participation of the population in order to anchor resilience not only at the institutional level, but also at the community level. CODEAL uses a modern, practice-oriented approach that conveys both theoretical and practical learning content.

A central element of the project is the development of a curriculum designed specifically for vocational education and training (VET) that provides municipal employees with the necessary tools to not only strengthen their own skills in dealing with climate-related challenges, but also to involve the population in a targeted manner. This curriculum is supplemented by virtual simulations that allow participants to interactively play through various scenarios. The simulations create a realistic training environment in which employees can test and develop their communication and teamwork skills under “real” conditions. These experiences should help them to make informed decisions in an emergency and act as mediators and supporters in crisis management. 

In addition to the comprehensive VET curriculum, the expected outcomes of the project include continuously developed virtual simulations covering a wide range of scenarios related to climatic and societal challenges. To ensure the effectiveness and user-friendliness of the content, the material will be tested and optimized in a pilot phase. 

The project also promotes cooperation between citizens, community workers, and other stakeholders to develop sustainable methods for effective crisis management and ensure the active participation of the community in overcoming these challenges.
