Digitization index of SMEs

The daily progression of digitalization poses increasing challenges for politics and business. The digital transformation requires established products, processes and business models to be put to the test and further developed with the help of IT in order to remain competitive in the long term.
In the medium and long term, digital progress is the driver of sustainable economic growth in times of highly dynamic markets and disruptive changes to business models. In order to overcome the growing challenges and ensure international competitiveness, companies and politicians must therefore focus intensively on the topic of digitalization, have the courage to embrace change and develop forward-looking strategies.


As the backbone of the economy, SMEs in particular are being called upon to increasingly digitize processes. However, they are coming under pressure due to the complex requirements against the backdrop of limited resources. Small and medium-sized enterprises misjudge the importance of digitalization and underestimate the urgency of dealing with the digital transformation.

Objectives and contents

In order to be able to support the digitalization of small and medium-sized enterprises (SMEs) and identify areas of action for policymakers, it is particularly important to first record the status quo of SMEs and monitor developments over as long a period as possible.
The project uses an analysis tool to regularly survey the current digitalization status of SMEs in the industrial, trade and industry-related services sectors in North Rhine-Westphalia and Lower Saxony. The aim is to evaluate data from the core dimensions: IT infrastructure, value creation as well as management, HR and innovation. The data is evaluated according to different clusters: Economic regions, industries and company sizes. The chosen approach should make it possible to uncover any differences and/or similarities within the individual clusters, and thus identify structural policy potential.
