“Assessment Procedure for Micro and Small Sized Enterprises Successors in Tourism Industry” means that universities and medium-sized companies relate to each other more than before and explore professional opportunities for company succession in tourism industries.
The project aims to conceptually develop, practically test and publicly disseminate such cooperation paths and mutual consulting models for the European tourism industry.
The project will initially shed light on the state of development of concepts and experiences in the field of business succession in tourism companies in Europe. On this European basis of scientific reflection on a real development problem, assessment models will be developed in the next step, which will test the implementation of innovative succession plans and bring them into public discussion.

In this context, the cooperation between the participating universities and commercial enterprises plays a special role, since the competence-based assessment models take place directly in the increasingly differentiated practice of operating tourism companies. For this purpose, European stakeholder networks are available to the project. They ensure the necessary practical orientation and transfer of experience in the development of adequate selection models.

The project's overall objective is to initiate the testing and implementation of innovative assessment models for company succession between universities and commercial enterprises. The tourism industries of European countries are to be sustainably supported with a view to demographic change, with particular scientific attention being paid to the innovation of pragmatic selection models between corporate diversity, market differentiation and human resources.

The project will initially collect data on competency-based succession expectations in the participating partner countries. This “European Survey” will validate what is currently being thought about innovative selection models for future company leaders. In the second step, the project will develop an “assessment tool” that, comparable to outplacement procedures, searches for competency indicators that ensure optimal personnel decisions. This assessment model will be implemented in the partner countries and tested in practice. The entirety of the research, consulting and application experiences will then be documented in the last step in a “policy paper” and evaluated by an internal quality assurance system. Internal and external auditors ensure continuous project control.

The four universities involved in the project are developing the European Survey and the Assessment Tool in contact with the stakeholders and are actively supported by the Belgian, Bulgarian and Austrian partners. Ultimately, the aim is to professionalize practical management consultancy.

The project will produce three publications: “BestBoss Assessment Model” (BBAM), the European relevance status of company succession - “European Survey” - and basic principles of competence-based company succession decisions - “Policy Paper”.

These products are intended to support political, scientific and economic decision-makers in the participating project countries in providing more support than before for company succession in tourism with their administrative options and financial investment decisions.

What is BestBoss all about? 
BestBoss is an acronym. This means it is the abbreviation for "Assessment Procedure for Micro and Small Sized Enterprises Successors in Tourism Industry". Like this, it is an official EU-project in terms of Erasmus+. The project enlightens a European developing status regarding concepts and experience in company successorship. Assessment models are generated, reflecting the implementation of new regulations concerning SMEs company successors in tourism.

This leads to a new form of alliance between companies and Higher Education Institutions (HEI), such as the universities in the project. They have the potential and know-how to develop and implement professional assessment procedures for enterprise successors and HRD concepts.

Now, there is a lack of appropriate university business cooperation, as well as a general awareness and any real possibilities, for providing the open market and business companies with mutual know-how concerning company succession procedures. So, these are the key aspects within this project, as it seeks to overcome this situation by linking both stakeholders.

Increasing internationalization represents one of the main objectives in Higher Education Institutions (HEIs). Seeking for new ways of international communication and development in professional disciplines, comprehensive exchange covering research results and possibilities to support each other worldwide are key aspects of growing internationalization. Moreover, it symbolizes the basis for long-term partnerships abroad.
International projects signify an instrument for knowledge transfer, as they encourage global cooperation on certain topics. Keeping this strategy in mind, the Fachhochschule des Mittelstands (FHM) – University of Applied Sciences – holds the status as consortium manager in a new project (“BestBoss”) connecting experts from 7 European countries. “BestBoss” represents a development- and networking project, in which a specialization on the tourism industry brings forth several authorities:

What are the starting points for the BestBoss project idea?

Firstly, Europe’s small and medium-sized enterprises (SMEs) at the tourism sector urgently need professional support concerning their "Assessment Procedure for SMEs Successors in Tourism Industry" - and that is the topic and work frame of the project -  the relevant Human Resource Development (HRD) concepts as well.Secondly, Higher Education Institutions (HEI), such as the universities in the project, have the potential and know-how to develop and implement professional assessment procedures for enterprise successors and HRD concepts.

Moreover, there is a lack of appropriate university business cooperation, as well as a general awareness and any real possibilities, for providing the open market and business companies with mutual know-how concerning company succession procedures. So, these are the key aspects within this project.

What are the conclusions for the project?

The project BestBoss seeks to overcome this situation by linking both stakeholders - universities and SMEs - in the "BestBoss-Inventory" (BBI) - which will be developed and implemented by the partnership and will be based on needs of modern company succession procedures. Supporting this idea, FHM has already tested and implemented a similar, but more general assessment model - Management Assessment Inventory (MAI), very successfully for many years, for particular business sectors and the assessment needs of succession procedures as well. In the BestBoss project this model will be adopted for the special needs and frameworks in the tourism sector.

During the BestBoss project, the model will be tested and further developed as a case study, for consulting tourism companies regarding their orientation in succession assessment. Result will be the publication of the BestBoss Policy Paper, a strategy paper that will help raise awareness, of the low level of Europe’s succession assessments traditions and standards in the tourism sector. With this paper the partners also want to share their experience and findings with others and, most important, they want to initiate crucial developments and changes for better psychological, economic and political standards in the home countries of all partners.

Although all partners have different approaches and perspectives regarding the aims and objectives of the BestBoss project, they are strongly linked to a common understanding: they realized the need, to overcome as quickly as possible the quite damaging situation of uncompleted procedures, faced at the moment by the tourism sector.
All partners come from areas where the tourism industry is focusing more and more on successors. Therefore - concepts, infrastructure and services need to be modified in the coming years. There is a remarkable demand in companies in all partner countries to learn more about, how assessment procedures for company succession in the tourist industry will develop.What are the benefits of this project? Given this international approach, BestBoss induces several activities and related outputs.

Especially for companies within the tourism sector the results of this project will be of concern. Most of them belong to SMEs considering the limits of their workforce, turnover and the concentration of capital. Although the project is therefore mainly aiming at tourism and hospitality industries, the results will be useful for SMEs in general as well.Understanding the needs longing for a solution of this situation within companies, an interdisciplinary team took shape in terms of BestBoss.

Waarover gaat het  project Best Boss?

Best Boss is een  acroniem. Het staat voor  "Beoordelingsprocedure voor bedrijfsopvolgers in Micro en Kleine ondernemingen in de toerisme sector". Het is een officieel EU project van het Erasmus + programma. Het project benadrukt de ontwikkeling en uitwisseling van concepten en ervaringen inzake bedrijfsopvolging. De beoordelingsprocedures zullen samengesteld en geïmplementeerd worden om bedrijfsopvolgers in de toeristische sector advies te verlenen.

Dit zal tot stand komen door een samenwerking tussen onderwijsinstellingen (Hoge Scholen en Universiteiten) en de bedrijfswereld. Samen hebben deze het potentieel en de knowhow om de beoordelingsprocedures en tool box succesvol te implementeren.

Momenteel is er te weinig samenwerking tussen Universiteiten en de privé sector, waardoor er weinig onderlinge uitwisseling plaatsvindt inzake bedrijfsopvolging procedures. Dit project tracht deze leegte op te vullen door beide partijen met elkaar in contact te brengen.

Waarom doen we dit?

In Europa en andere continenten blijft de toeristische sector één van de belangrijkste industrieën, welke jaarlijks 100.000 nieuwe banen creëert.

Toerisme wordt vaak beschouwd als het laatste redmiddel om de economie van minder ontwikkelde regio’s te stimuleren. Momenteel groeit het Europese toerisme op een laag pitje. Het is te verwachten dat Europa haar positie als belangrijkste reisbestemming zal verliezen in de nabije toekomst.

De toerisme sector kampt vaak met lage lonen, minder goede werk condities, een hoog personeelsverloop, informele tewerkstelling en een tekort aan goede infrastructuur. Wat resulteert in een merkbaar tekort aan toerisme professionelen, voornamelijk bedrijfsopvolgers. Het is van belang dat bedrijven en potentiele bedrijfsopvolgers geïnformeerd worden over de sector.

Het Best Boss project tracht het probleem van personeelstekort op te lossen door alle belanghebbende in de sector te integreren in de Best Boss inventaris. Welke zal samengesteld en geïmplementeerd worden door het partnerschap op de noden van bedrijf opvolging procedures.

  • De toerisme sector is een wereld met immens veel belanghebbende partijen, externe factoren, perspectieven en noden.
  • De toerisme sector gaat hand in hand met algemene economische ontwikkelingen, demografie, ecologie, educatie, etc. Waardoor de toekomst van de sector moeilijk te voorspellen is.
  • Toerisme gaat gepaard met verschillende risico’s, waardoor het moeilijk blijft om succesvol een bedrijf uit te baten. Een grondige kennis van de toerisme sector is dan ook een absolute noodzaak.

Europese KMO’s kunnen hieromtrent nog heel wat professionele ondersteuning gebruiken. Hierdoor kan het project Best Boss en de bijhorende “Beoordelingsprocedure voor bedrijfsopvolgers in Micro en Kleine ondernemingen in de toerisme sector " hulp en advies bieden aan de bedrijfswereld.

Hoe verloopt het BestBoss project?

Gedurende de looptijd van het Best Boss project zal er een tool box samengesteld worden, welke de zoektocht naar bedrijfsopvolgers zal moeten vereenvoudigen. Het project is opgebouwd uit drie opeenvolgende activiteiten:

  1. Een Europese bevraging, welke het startpunt is voor verder onderzoek. Op deze manier geven we de huidige situatie weer en belichten we de problemen inzake competenties en kwalificaties van personeel.
  2. Een tool box van beoordelingsinstrumenten, welke de zoektocht naar bedrijfsopvolgers zal moeten vereenvoudigen
  3. Een beleidspaper, om de ervaringen en resultaten van het project te delen. Op deze manier zal de toerisme industrie gebruik kunnen maken van de resultaten van het project.

Welke rol spelen de KMO’s in dit project?

Best Boss is afhankelijk van de samenwerking tussen de bedrijfswereld en universiteiten, aangezien de beoordelingsinstrumenten daadwerkelijk in de praktijk moeten worden getest. Het Europees netwerk van stakeholders zal de noodzakelijke uitwisseling van ervaringen garanderen.

Innovatieve en flexibele beoordelingsinstrumenten staan aan de kern van dit project, deze zullen de diversiteit, human resources en marktdifferentiatie van een bedrijf weerspiegelen.

Wat zijn de voordelen voor de KMO’s betrokken in dit project?

Doorheen de cyclus van het project zullen KMO’s de kans aangeboden krijgen om het beslissingsmakingsproces inzake human resources en bedrijfsopvolging te optimaliseren.

De resultaten van Best Boss zijn gestaafd door wetenschappelijk onderzoek, maar komen pas tot uiting in de praktijk. Het project verleent de privé sector een gestructureerd systeem om bedrijfsopvolging te faciliteren. Elk bedrijf in de toerisme sector zal de instrumenten kunnen aanpassen aan haar individuele noden.

Gebruikmakend van de competenties profielen, beschikbaar in de Best Boss toolbox, zullen zowel de sterktes als zwaktes van potentiele bedrijfsopvolgers belicht worden. Hierdoor kunnen KMO’s op een succesvolle wijze bedrijfsopvolgers vinden en het voortbestaan van het bedrijf garanderen.

Wie neemt deel in het Best Boss project?

Alle acht partners zijn afkomstig uit regio’s waar de toerisme industrie zich meer en meer richt op bedrijfsopvolgers. Elke partner heeft een eigen methodiek, maar allen hebben één gemeenschappelijk doel: het faciliteren en optimaliseren van een goede bedrijfsopvolging in de toeristische sector.

Het Best Boss consortium bundelt haar kennis en krachten om deze uitdaging tot een goed einde te brengen.

Какво е BestBoss?

BestBoss e краткото име на Европейския проект „Процедура за оценка на унаследяването на бизнеса в малките и средни туристически предприятия в Европа“, който се изпълнява по програма Erasmus+.

Проектът изяснява Европейската ситуацията, концепция и опит по отношение унаследяването на фирми и генерира модели за оценка, които отрязават изпълнението на новите разпоредби, свързани с малкия и среден туристически бизнес. Това води до нова форма на сътрудничество между фирми и институции за висше образование. Университетите имат потенциал и ноу-хау за разработване и прилагане на професионалните процедури за оценка на наследници/приемници на предприятията и разработка на концепции на човешките ресурси.

В момента липсва подходящо коопериране между бизнеса и университетите, както и обща комуникация и реални възможности за предоставяне на съвместно ноу-хау за оценка на унаследяването на бизнеса. Това всъщност е ключовия аспект  на този проект – да се преодолее този проблем чрез свързване на двете заинтересовани страни.

 Защо се занимаваме с това?

В Европа, а и в целия свят, туризмът е водеща индустрия. Туристическият сектор създава  над 100,000 нови работни места годишно. В по-слабо развитите региони туризмът често се разглежда като единствена икономическа възможност. Например, през 2013 туристическата индустрия в Германия бележи ръст 9% в по-малко развитите региони като Бранденбург или Мекленбург Западна Померания.

Освен това, туризмът е част от комплексната структура на икономика, включва се в бизнес рамки с много измерения, определени от процесите на глобализация. Понастоящем Европейският туризъм има по-нисък ръст на растеж от световния туризъм. Очаква се Европа да загуби позицията си на водеща световна дестинация за сметка на Азия и САЩ.

От друга страна, работещите в този сектор са изправени пред ниското заплащане, в някои случаи много тежкщи условия на труд, голямо текучество на персонал, висок дял на неофициални споразумения за заетост и липсата на туристическата инфраструктура.

Тези данни индикират осезаем недостиг в професионалната работната сила в туризма и особено в сектора на унаследяването на малките и средни туристически предприятия.

 С какво е необходимо да са наясно фирмите, които работят в сектора?

  • Туризмът е глобален бизнес с неизмерим брой заинтересовани страни, и се влияе от различни интереси, гледни точки, изисквания и нужди.
  • Туризмът е обект на външни фактори, като икономическото развитие, демографските промени, екологичните, образователните и пазарни политики, които трудно се прогнозират или повлияват.
  • Туризмът е свързан с много рискове и са необходими редица знания и компетенции, за да работи успешно в дългосрочен план – ситуация, която много често е подценявана или просто е непозната.

Европейските малки и средни предприятия в турискитечския сектор спешно се нуждаят от професионална подкрепа относно техните Процедури за оценка на унаследяването на бизнеса. Това определя сосновната цел и труктурата на нашия проект.

Какви са задачите пред BestBoss?

Основната задача на проекта BestBoss е да тества и доразработи модел за оценка, за да консултира туристическите фирми в  процеса на унаследяването им. За тази цел проектът предприема следните стъпки:

  • Разработка на насоки и качествени стандарти за успешно унаследяване на фирмите в туризма;
  • Разработка на идея за обучение по модела за оценка BestBoss;
  • Публикуване на Стратегически документ BestBoss, който ще допринесе за повишаване на осведомеността относно ниското равнище на европейските традиции в оценяването на унаследяването и ще предложи стандарти в областта на туризма;
  • Споделяне на нашия опит и  констатации за иницииране на  решаващи промени за по-добри психологически, икономически и политически стандарти в цяла Европа.

Каква е ролята фирмите при участието им в проекта?

BestBoss залага на сътрудничеството между университетите и фирмите, тъй като цели да разработи не просто теоретична концепция,  а приложими модели в самата икономика. Затова европейските мрежи от заинтересовани страни играят значителна роля. Те гарантират необходимите практически аспекти и обмяната на опит при разработването на подходящи модели за оценка.

Европейските туристически фирми се нуждаят от устойчива подкрепа, за да се изправят пред демографските промени. Иновативните и приложими модели за оценка, предлагани от този проект, са съобразени с фирменото разообразие, човешките ресурси и пазарната диференциация.

Какви за ползите за фирмите от участието им в проекта?

Проектът  BestBoss  предлага на малките и средни предприятия различни възможности за структуриране на процеса на вземане на решения при планирането на човешките ресурси и наследяването на фирмата.  

Резултатите от BestBoss се основават на научни изследвания и икономически опит. BestBoss предлага уникална и сигурна измервателна система, която включва всички небходими решения по отношение унаследяването на фирмата. Важна характеристика е индивидуалностт: Всяка фирма в сферата на туризма може да приспособи инструмента към индивидуалните си изисквания.

Създаденият модел на оценка показва силните и слаби страни на потенциалните наследници и ги сравнява като използва профила на компетенции, разработен от    BestBoss, с гледището на реални ръководители на туристически фирми. По този начин необходимостта от промени става очевидна и проблемът лесно може да бъде отстранен (например чрез специализирано обучение или продължаване на образованието).

Като резултат:  Малките и средни туристически фирми ще намерят по-лесно подходящите наследници на своя бизнес.

Кой работи по този проект?

Общо осем партньора от седем европейски страни формират екипа. Въпрекиче всички партньори имат различни подходи и гледни точки по отношение на целите и задачите на проекта BestBoss, те са силно свързани с общото разбиране: осъзнали необходимостта, да се преодолее възможно най-бързо зловредната ситуация на незавършени процедури, пред които е изправен в момента секторът на туризма. Всички партньори идват от региони, където туристическата индустрия се фокусира все повече върху наследниците. Затова концепциите, инфраструктурата и услугите трябва да бъдат променени в следващите години. Във всички партньорски страни има значително търсене от страна на фирмите да научат повече за това, как ще се развиват процедурите за оценка на наследниците на фирмите в туристическата индустрия.

Четири университета, отговарящи за научните подходи в този проект, и четири организации, представляващи нуждите на фирмите, съчетават познанията си, за да се изправят пред това предизвикателство:

Ce reprezinta, de fapt, BestBoss?

BestBoss este un acronim. Reprezinta abrevierea pentru „Procedura de evaluare pentru succesorii din IMM in Industria turismului”.  Acesta este un proiect din cadrul programului Erasmus + , program al Uniunii Europene. Proiectul evidentiaza nivelul de dezvoltare, la nivel european, al conceptelor si experientei succesorilor din IMM-uri. Sunt generate modele de evaluare, care reflecta punerea în aplicare a noilor reglementari pentru succesorii in IMM-urile din turism.

Aceasta conduce la crearea unui nou tip de parteneriat intre intreprinderi si  institutii de invatamant superior (IIS), cum ar fi universitatile din acest proiect. Acestea detin potentialul si know-how-ul de a dezvolta si de a implementa procedurile de evaluare pentru succesorii din IMM  si conceptele de dezvoltare a resurselor umane. In prezent, nu exista o cooperare adecvata intre universitati si mediul de afaceri, dar nici o constientizare generala sau orice posibilitati reale de furnizare catre piata si catre intreprinderi a know-how –ului privind procedurile de succesiune. Asadar, acestea sunt aspectele cheie in cadrul proiectului, care urmareste rezolvarea acestei situatii, prin conectarea celor doua categorii de stakeholderi.

De ce facem asta?

In Europa si alte continente, turismul reprezinta una dintre cele mai vaste industrii si joaca un rol important in economia nationala. Astfel, sectorul turistic poate crea 100.000 de locuri noi de munca pe an. Cu toate acestera, turismul este deseori conceput ca una dintre singurele optiuni economice pentru regiunile mai putin dezvoltate. In 2013, industria turismului din Germania, de exemplu, s-a extins cu 9% in regiunile mai putin dezvoltate, precum Brandenburg sau Mecklenburg Western Pomerania.

Mai mult, turismul este incorporat in structuri complexe, evolutii multidimensionale si mediu de afaceri stabilite de transformările globale. Dar, în prezent, turismul european se afla in crestere cu o rata medie mai scazuta decat cea mondiala. In viitor, se asteapta sa-si piarda locul de lider mondial, cedand în fata Asiei si a SUA.

De altfel, am identificat faptul ca personalul activ din acest sector se confrunta cu salarii mici, iar o parte chiar cu conditii de munca improprii, cu fluctuatia personalului, munca la negru, dar si cu insuficienta unei infrastructuri turistice. Toate aceste aspecte indica faptul ca in prezent exista carente perceptibile referitoare la forta de munca specializata in turism si, in special, in ceea ce priveste succesorii din IMM.

Intreprinderile care opereaza in acest sector au nevoie sa cunoasca aceste circumstante. Companiile care opereaza in acest sector trebuie sa inteleaga anumite aspecte cu privire la aceste circumstante:

  • Trebuie sa inteleaga ca turismul a devenit o afacere globala cu un numar incomensurabil de stakeholderi si cu factori externi, reprezentand diferite interese, perspective, cereri si nevoi.
  • In acelasi timp, turismul este dependent de numerosi factori externi, precum dezvoltarea economica, schimbarile demografice, ecologice, educationale si cele referitoare la politicile privind piata muncii etc., care sunt dificil de previzionat sau de influentat.
  • In acest context, turismul este confruntat cu numeroase riscuri si este nevoie de un bagaj consistent de know-how, pentru a performa cu succes pe termen lung - aceasta problema este mult prea des subestimata sau, pur ai simplu, ignorata.

IMM-urile europene din industria turismului au urgent nevoie de suport profesional cu privire la „Procedura de evaluare pentru succesorii din IMM in Industria turismului” – iar aceasta reprezinta subiectul si cadrul de lucru ale proiectului, alaturi de conceptele de dezvoltare a resurselor umane.

Despre ce este vorba in proiectul BestBoss?

In derularea proiectului BestBoss, avem in vedere testarea si dezvoltarea modelului de evaluare ca studiu de caz, pentru consultarea companiilor cu privire la perceptia acestora in evaluarea succesiunii.

  • In acest context vom elabora ghidul BestBoss, standarde de calitate, precum si recomandari privind succesiunea la conducerea IMM-urilor din industria turismului.
  • Cercetarea care sta la baza training-ului pentru Modelul de evaluare BestBoss si procedurile pentru succesiunea in IMM-urile din turism vor fi publicate, dupa terminarea proiectului.
  • Nu in cele din urma,  vom publica directiile strategice BestBoss, care vor determina constientizarea nivelului coborat de evaluare, de traditii si de standarde privind succesiunea la nivel European.
  • Prin aceasta lucrare dorim sa impartasim cu ceilalti experienta si constatarile noastre si, cel mai important, dorim sa initiem dezvoltari si schimbari vitale pentru mai bune standarde psihologice, economice si politice in intreaga Europa.

Care este rolul IMM-urilor in acest proiect?

BestBoss depinde de cooperarea dintre universitati si intreprinderile mici și mijlocii, din moment ce modelul de evaluare prinde viata in economia reala – el nu trebuie sa ramana doar un concept teoretic! De aceea, retelele europene de stakeholderi au un rol semnificativ. Acestea asigura aspectele practice necesare si schimbul de experienta pentru dezvoltarea modelelor de evaluare adecvate.

Industria turistica europeana va fi sustinuta durabil pentru a face fata schimbarilor demografice. Astfel, in acest proiect sunt concentrate modele de evaluare inovative si adaptabile, reflectand diversitatea intreprinderilor, resursele umane si diferentierile pe piata turistica, în contextul unui cadru de lucru stiintific.

Care sunt beneficiile pentru intreprinderi, in urma implicarii in acest proiect?
 

Prin proiectul european BestBoss, IMM-urilor le sunt oferite mai multe posibilitati de a structura procesul de luare a deciziilor in planificarea resurselor umane si a succesiunii in intreprindere.
Rezultatele proiectului BestBoss se bazeaza pe cercetare stiintifica si prind viata atunci cand sunt utilizate în economia reala. Proiectul BestBoss ofera un sistem de masurare sigur si unic, care structureaza toate deciziile necesare referitoare la succesorii din IMM-uri. Caracteristica speciala este individualitatea. Fiecare intreprindere din turism poate ajusta acest instrument in conformitate cu cerintele sale individuale. In plus, modelul de evaluare identifica punctele forte si punctele slabe ale potentialilor succesori si le compara cu profilul de competenta al succesorului, dezvoltat in proiectul BestBoss, pe baza opiniilor actuale ale liderilor din IMM-urile turistice. In acest fel, cerintele de modificare devin clare si pot fi implementate cu usurinta (de exemplu, prin formare continua a adultilor sau prin continuarea studiilor). Deci, in cele din urma: IMM-urile din turism vor gasi mai usor succesorii potriviti pentru compania lor.

Cine este implicat în acest proiect?

In total, opt parteneri din sapte tari europene formeaza o echipa interdisciplinara. Desi partenerii au abordari si perspective diferite cu privire la scopul si obiectivele proiectului BestBoss, acestia sunt strans legati de o ințelegere comuna: au realizat nevoia de a depasi cat mai repede situatia destul de daunatoare a procedurilor imcomplete,  cu care se confrunta, in prezent, intreg sectorul turistic. Toti partenerii provin din zone in care industria turismului se concentreaza, din ce in ce mai mult, pe succesori. Astfel – conceptele, infrastructura si serviciile trebuie reconsiderate in urmatorii ani. Exista o cerere reala in intreprinderile din toate tarile partenere de a invata mai multe cu privire la modul in care se vor dezvolta procedurile de evaluare pentru succesorii din IMM in industria turismului.

Patru universitati, responsabile pentru abordarile privind cercetarea stiintifica in acest proiect si patru stakeholderi, care reprezinta nevoile companiilor de a combina cunostintele acestora pentru a face fata provocarilor:

Za kaj vse gre v projektu BestBoss?

BestBoss je akronim. To pomeni, da je kratica za “Postopek ocenjevanja za naslednike v mikro in malih podjetjih v turizmu”. Kot tak je to uradni projekt EU v smislu Erasmus+. Projekt osvetljuje evropski razvojni status in izkušnje v nasledstvu družb. Generirajo se modeli ocenjevanja, ki odražajo udejanjanje novih uredb v zvezi z nasledniki MSP v turizmu.

To vodi v novo obliko povezovanja med družbami in visokošolskimi institucijami, kakršne so univerze v tem projektu. Imajo potenciale in know-how, ki je potreben za razvoj in udejanjenje strokovnih postopkov ocenjevanja za naslednike podjetij in koncepte razvoja človeških virov (RČV). 

Sedaj je ustreznega sodelovanja med univerzami in gospodarstvom premalo, premalo je tudi splošnega zavedanja in kakršnihkoli realnih možnosti, da bi odprtemu trgu lahko zagotovili skupen know-how v zvezi s postopki nasledstva podjetij. To so torej ključni vidiki v tem projektu, ki si prizadeva preseči te situacije s povezovanjem obojih deležnikov.

Zakaj to počnemo?

V Evropi in na drugih celinah je turizem ena od največjih gospodarskih panog in pomemben del glavnega gospodarstva. Turistični sektor je poleg tega sposoben letno ustvariti kakih 100.000 novih delovnih mest. S takim ozadjem se turizem pogosto dojema kot ena od maloštevilnih možnosti za manj razvite regije.Turizem je poleg tega sestavni del kompleksnih struktur, razvoja v različnih smereh in gospodarske uokvirjenosti, ki ju določajo globalne preobrazbe. Toda evropski turizem trenutno raste počasneje kot svetovni. Pričakovati je, da bo v prihodnje izgubil položaj vodilne destinacije in ga prepustil Aziji in ZDA.

Sicer smo ugotovili, da se zaposleni, ki delajo v tem sektorju, soočajo z nizkimi plačami in nekateri z neverjetnimi delovnimi pogoji, visoko fluktuacijo, visokimi deleži neformalnih zaposlitvenih ureditev in pomanjkanjem turistične infrastrukture. Vse to kaže, da v turizmu in še zlasti v sektorju naslednikov MSP zazanavamo pomanjkanje strokovne delovne sile.

Družbe, ki delujejo v tem sektorju, morajo vedeti nekaj o takih razmerah.

  • Razumeti morajo, da je turizem postal globalna panoga z neštetimi deležniki in z zunanjimi dejavniki, ki zastopajo različne interese, perspektive, zahteve in potrebe.
  • Turizem je istočasno podvržen zunanjim dejavnikom kot so dogajanja v gospodarstvu, demografske spremembe, ekološke in izobraževalne politike ter politika na trgu dela itd., ki jih je težko predvidevati in nanje vplivati.
  • V teh okoliščinah je turizem povezan s številnimi tveganji in za dolgoročno uspešnost je potrebnega mnogo know-howa – to vprašanje je vse prepogosto podcenjeno ali preprosto nepoznano.

Evropska MSP v turističnem sektorju nujno potrebujejo strokovno podporo v njihovih “Postopkih ocenjevanja za naslednike MSP v turistični panogi” – in to je naša tematika in delovni okvir projekta – prav tako pa tudi relevantni koncepti RČV.   

Kakšen pa je proces v BestBoss?

 V projektu BestBoss bomo kot študijo primera preverjali in nadalje razvijali model ocenjevanja za svetovanje turističnim družbam glede njihove usmeritve v ocenjevanju nasledstva.

  • V tem kontekstu bomo razvili tudi Smernice BestBoss in Politični dokument ter nekatere Standarde kakovosti za nasledstvo družb v turistični panogi.
  • Zamisel v ozadju usposabljanja za ocenjevanje po modelu BestBoss in turistične smernice za nasledstvo družb bo ponujena po zaključku projekta.
  • Nenazadnje bomo objavili Politični dokument BestBoss, strateški dokument, ki bo pomagal dvigati zavest o nizki ravni evropske tradicije ocenjevanja nasledstva ter standardov v turističnem sektorju.
  • S tem dokumentom želimo tudi deliti svoje izkušnje in ugotovitve z drugimi in, kar je najvažnejše, spodbuditi želimo ključni razvoj ter spremembe za boljše psihološke, gospodarske in politične standarde povsod v Evropi.  

Kakšno vlogo igrajo v tem projektu družbe (MSPji)?

BestBoss se zanaša na sodelovanje med univerzami in družbami, saj modeli ocenjevanja prav zaživijo v samem gospodarstvu – to ne sme biti izključno teoretičen pojem! Evropske mreže deležnikov zato prevzemajo pomembno vlogo. Zagotavljajo potrebne praktične vidike in izmenjavo izkušenj pri razvoju ustreznih modelov ocenjevanja.  

Evropskim turističnim gospodarstvom bo zagotovljena trajnostna podpora pri soočanju z demografskimi spremembami. Tako so v tem projektu združeni inovativni in prilagodljivi modeli ocenjevanja, ki znotraj znanstvenega okvira odražajo raznolikost družb, človeških virov in diferenciacijo trgov.  

Kakšne koristi imajo družbe, če so vključene v ta projekt?

Z mednarodnim EU projektom BestBoss so MSPjem ponujene možnosti strukturirati proces odločanja pri načrtovanju človeških virov in nasledstva družbe. Rezultati BestBoss temeljijo na znanstvenem raziskovanju, ki zaživi, ko je uporabljeno v samem gospodarstvu. BestBoss ponuja edinstven, zanesljiv merski sistem, ki strukturira vse potrebne odločitve, ko gre za naslednike družbe. Predvsem značilna je individualnost: vsaka družba v turizmu lahko ta instrument prilagodi v skladu s svojimi individualnimi zahtevami.

Model ocenjevanja poleg tega neposredno pokaže prednosti in slabosti potencialnih naslednikov in jih primerja (z uporabo kompetenčnega profila razvitega v BestBoss) z aktualnimi mnenji resničnih vodij družb v turističnih MSPjih. Na ta način postanejo zahteve za spremembe očitne in jih je lahko odstraniti (n.pr. z intenzivnim usposabljanjem ali nadaljnjim izobraževanjem).

Nazadnje torej: MSPji v turizmu bodo laže našli ustrezne naslednike za svoje družbe.

Kdo vse sodeluje v tem projektu?

Osem partnerjev iz sedmih evropskih držav skupaj tvori interdisciplinarni tim. Čeprav imajo vsi partnerji različne pristope in poglede na cilje projekta BestBoss, so močno navezani na skupno razumevanje: zavedajo se potrebe kar najhitreje preseči precej škodljivo situacijo nedokončanih postopkov, s katerimi se trenutno sooča turistični sektor. Vsi partnerji prihajajo iz območij, kjer se turistično gospodarstvo vse bolj osredotoča na naslednike. V prihodnjih letih je zato treba modificirati koncepte, infrastrukturo in storitve. V družbah v vseh državah partnericah je izjemno povpraševanje po tem, da bi več izvedeli o tem, kako se bodo razvijali postopki ocenjevanja za naslednike družb v turističnem gospodarstvu.

Da bi bili kos temu izzivu, so svoje znanje združile štiri univerze, ki so v projektu odgovorne za raziskovalne pristope, in štirje deležniki, ki zastopajo potrebe družb.
