In 2015, the National Regulatory Control Council (NKR) published a baseline measurement of the administrative costs for panel doctors and psychotherapists carried out by the Federal Statistical Office as part of the “More Time for Treatment” project.
The result was that, as of 2013, information obligations of the joint self-administration at the federal level resulted in annual administrative costs of 2.36 billion euros. This corresponds to about 55 million hours that are not available for the treatment of patients, as they are required to fulfill bureaucratic requirements.

Since 2016, the National Association of Statutory Health Insurance Physicians (KBV) and the University of Applied Sciences for SMEs have published a bureaucracy index for the care provided by SHI-accredited physicians. It transparently shows how much time general practitioners, psychotherapists and their employees spend each year on administrative work as a result of requirements set by the joint self-administration. It is updated and published annually and is intended to regularly accompany the public discussion about the bureaucratic burden in practices with empirical facts. The indirect goal of the bureaucracy cost index is to work towards keeping the bureaucratic burden as low as possible.
